He served as Associate Justice of the Court of Appeals, Presiding / Executive Judge of the Regional Trial Court in Malolos, Bulacan, Assistant Prosecutor – Makati City, Assistant Provincial Prosecutor – Rizal and OIC Legal Division of Metrobank . Mr. Francisco holds a Bachelor of Arts in English and Philosophy at San Beda College Manila and Bachelor of Laws at Ateneo De Manila University.
